Position:
PURPOSE OF THE JOB
To ensure compliance with all National, International and internal applicable legal and industrial regulations to ensure that the highest operating standards are maintained in the handling and loading of all shipments,including the ones classed as Dangerous Goods so as to ensure the highest safety standards are maintained and eliminate or minimise the risk of injury and / or damage to ASLB and/or Handling Agent employees and ASLB aircraft and property and the operational integrity within ASLB with other relevant Departments.
To prepare new Stations with operational training, preparation and implementation support.
To monitor and visit Stations that have repeated quality issues, and provide root cause analysis as well as corrective action recommendations to Senior management (including possible suspension of services due to safety concerns).
KEY ACTIVITIES
Leading:
- To implement and ensure compliance to ASL Airlines Belgium, as well as national and International procedures and regulations(including Dangerous Goods) in order to ensure operational continuity.
- To create DG related projects as and when required and provide technical expertise with regards to DG handling and/or transport in order to ensure timely completion and initiate improvement actions.
- To maintain, change and improve Dangerous Goods Policies & Strategy for all ASLB stakeholders, both internal and external, in cooperation with the relevant ASLB Executive Committee members and the CEO.
Administration Management:
- To publish an annual report reference to all of ASLB’s activities in the transport of dangerous goods in compliance with DG regulation.
- To establish and maintain a general training program for all relevant ASLB staff in order to ensure that all staff members do receive the required training on dangerous goods relevant to their type of function (Crews, Cabin Crews, Loadmasters and other relevant staff that require an understanding of DG’s ;
- To ensure that all relevant staff have been provided with procedures and/or work instructions in order to perform their tasks. Examine the compliance of all established processes and procedures as well as the equipment that is in place and use for the transit of dangerous goods.
- To establish and maintain control methods to ensure that all flights carrying dangerous goods do have the required documents on board during transport.
- To establish and maintain the emergency procedures reference any occurrence, incident or accident that could be produced during the transport of dangerous goods in the care of ASLB.
- To monitor, analyse, follow-up and report DG occurrences, incidents and accidents. The follow-up includes ensuring that adequate corrective actions have been put in place in the involved departments and locations to prevent recurrence of similar occurrences in conjunction with the ASLB Safety and Compliance Monitoring Departments and ensure all details of actions taken are recorded in the AQD database.
- To evaluate the regulatory compliance of subcontractors performing tasks on behalf of the ASLB involved in the transport of dangerous goods, including the conduct of operational DG Audits when necessary.
- On behalf of ASL Airlines Belgium, to ensure all necessary licences and approvals are obtained for carriage of DG and represent the company for all DG issues/occurrences involving Civil Aviation Authorities so that clear communication lines are established and maintained.
- On behalf of ASL Airlines Belgium, to ensure that all necessary licences, certification and/or authorisation (to include facilities as well as vehicles) necessary to handle/transport DG are obtained and current by Service Providers to ASLB in order to ensure safety and avoid any disruption to service.
- To maintain and regularly update the ASLB Dangerous Goods Manual to ensure that the contents reflect the current Regulations at all times ;
- To ensure Ground Operations KPI’s include relevant statistics for the handling and transport of DG shipments within the ASLB Network ;
- To provide Audit support when necessary for the investigation of DG incidents/occurrences in Stations. Audits can be either scheduled or non-scheduled. After the Audit to provide a full Operational Report to the Director Ground Operations and Safety Dept outlining results of Audit and actions to be taken ;
Ground Operations & handling operational standards deployment
- Develop a manual training plan and program for the handling of various aircraft types.
- Develop and design relevant course syllabus in order to ensure required information is adequately covered in a time sensitive manner.
- Compile and prepare in a suitable format the course material so that it can be presented or handed-out in such a manner that will allow the best possibility of retention by the course attendees as per IATA recommendations.
- Liaise with local management or authority to ensure that suitable, adequate facilities or equipment are available with which to conduct course and that provide an environment suitable for learning.
- Provide regular formal feedback on training delivered examination success factor and liaise with the Quality and Safety Departments regarding all audits performed at outstations ;
- Present, demonstrate, or operate information and / or equipment in a clear and concise manner so that student can easily understand information or principles discussed.
- Develop, prepare and administer examination (if required) in order to ascertain students’ comprehension of course material and thereby determine successful completion of course.
- Distribute questionnaire to attendees upon conclusion of course and assess results in order to obtain feedback and improve content or presentation of course.
- Analyse incident and statistics to establish potential training requirements.
- Develop training and guidance material on necessary cargo specifications e.g. strapping, securing, shoring etc
- Update and follow-up on Training Database to ensure that all staff (both internal and external) are up-to-date and current in all areas of required training to perform their duties. To provide feedback to the Manager Ground Operations on any staff that have expired training and ensure the database reflects the correct status.
- Follow up of certification process and correspondence with station’ representative.
- Follow up of certification validity and ensure re-certification when necessary.
- To meet Quality Audits and provide corrective actions if required. Liaise with ‘authorities’ to ensure an adequate and suitable training program and relevant documentation.
Handling requests
- Organize and follow-up handling services for maintenance & positioning flights.
- Assist with preparation of new destination stations by identifying all potential, relevant providers and establish services required. Gather data and prepare draft Standard Ground Handling Agreement for negotiation.
- Supervise services provided and where necessary re-negotiate with concerned parties to ensure required ‘service levels’.
- Reviewing and controlling invoices of these services according to SGHA. Safety Representative
- Analyze incidents with service provider to mitigate and remediate safety issues as per SMS regulation.
- Analyze corrective action and validate processes related to Ground Operations.
- Analyze incident and statistics to consider potential visit to stations and training requirements.
- As ‘Ground Operations Safety Officer’ update and complete all Ground Operations Mandatory & Voluntary Occurrence Reports as well as Audit Findings & Observations in the AQD system to ensure that the ASLB Safety Department has the necessary information within the required timeframe.
- Administration and follow-up of all incidents/accidents/damage reports and deviations. Liaise with 3rd party to collect relevant and requested information enabling the management to take adequate corrective actions in order to avoid re-occurrence and minimize the risk of injury or damage to employee and aircraft.
- Assist with the monitoring and implementation of solutions/corrective actions within specific time scales to ensure compliance with the required standards.
- Report to Ground Operations Manager and Ground Operations Nominated Postholder on a monthly basis.
- Organize and follow-up ‘Risk Assessment’ where required. Cleaning
- Monitor the performance of the Aircraft Cleaning companies contracted by ASLB to ensure they attend the required service levels.
- Bring any deviation or complaint to the attention of the Ground Operations Manager for further action.
- Optimize agreement and launch ‘Review For Proposal’ when required for Cleaning services contracted in LGG.
- Preparation and set up of tender for cleaning providers.
- Preparation of contract ‘Standard Ground Handling Agreement’ for negotiation.
- Negotiation of contract ‘Standard Ground Handling Agreement’.
- Find opportunities to cut cost in an efficient way.
- Follow up of quality of services on Long Haul, Network and charters in LGG and find solutions when necessary.
- Validation and reviewing of invoices related to cleaning. Whenever a credit note has to be issued, contact with provider and follow up to make sure correction is done.
Invoicing
- Review and validation of invoices of handlers
- Follow up with credit notes
Any other duties that aim to the achievement of the department objectives within individual competences.
Skills management / Transfer of knowledge
- To establish, maintain (and conduct) approved training (DG,Live animals, any other training related to the function) sessions for ASLB staff members relevant to their function.
Communication
- To represent, and act on behalf of ASL Airlines Belgium in all DG related issues in order to facilitate communication externally.
- To represent and act on behalf of ASL Airlines Belgium in all issues related to the national and international authorities in the field of dangerous goods
- To communicate where necessary with the Director Ground Operations and ASLB Executive Committee on any issue regarding the safe transport and handling of Dangerous Goods, including presenting Risk Assessments when necessary
- To create a relationship and communicate with other departments and subcontractors in order to ensure effective and efficient co-operation aiming to improve overall company performance.

Requirements:
REQUIREMENT & QUALIFICATIONS
- IATA DGR category 6 training certificate
- University Degree or High School qualification.
- Minimum 5 years of working experience
- Experience in/or training in auditing techniques is an asset
- Dangerous Goods compliance function or flight or freight operations control function (1 year)
- Background in aviation or commercial road transport would be an asset
- Thorough knowledge of ASLB’s DG policies and procedures is an asset
- Personal Computer skills and working knowledge of Microsoft Office applications
- Excellent communication skills and fluent in English and French
- Maintaining a professional office environment with due regard to confidentiality and security of aircraft data.
